About the quebec Insurance and registration fees:
the high price that we pay for sport bikes here in quebec is probably because of the wierd mentality bikers tend to have around here... At least each and everyone i know. Most of them start on supersport bikes and only do straight roads riding, a 250 is considered a useless piece of shit and all of them started on a 600cc or bigger bikes. On the highway they cruise at about 160kmh or so. When they see a police car chasing them, stopping on the side is too complicated for them,"Pulling the throttle and trying to flee from the police is easier than paying a 3000$ ticket". Like i said, the sports bikers i know CRUISE around 150-160 and go faster alot of time. Often policemen continue the chase even way over 200km/h which makes it dangerous for alot of people...

its just my 2 cents but i'm pretty sure that this is why insurance and ticket costs are so high.
